FMCSA Clarifies That DVIRs May Be Completed Electronically

FMCSA's final rule expressly confirms that Driver Vehicle Inspection Reports may be completed electronically. The rule does not prohibit paper DVIRs or create a new daily-report requirement.

What Changed: FMCSA amended the regulations to make explicit that a Driver Vehicle Inspection Report may be completed electronically. FMCSA explained that electronic DVIRs were already permitted, but the new language removes uncertainty. Current Status: The final rule became effective March 23, 2026. Electronic DVIRs are permitted. Paper DVIRs are not prohibited. The rule does not create a new requirement to complete a DVIR in circumstances where one was not otherwise required.

What Drivers / Owner-Operators Should Do Now

When using electronic DVIRs, ensure the record is complete, legible, retrievable, accessible when needed, and retained according to applicable requirements. Continue following existing inspection, defect-reporting, repair, certification, and retention rules.
