FMCSA Is Considering Stronger ELDT Training Provider Certification

FMCSA's 2026 regulatory agenda lists a proposed rulemaking to strengthen standards for initial and continued listing of training providers on the Training Provider Registry. Current ELDT requirements remain in effect.

What Changed: FMCSA's Unified Agenda lists a proposed rulemaking intended to strengthen the standards that training providers must meet to obtain and retain a listing on the Training Provider Registry. The agenda describes possible higher entry standards, continued-compliance requirements, and removal of providers that do not meet applicable requirements. Current Status: Proposed Rule Stage only. The agenda does not itself create a new training-provider or driver requirement. Do not state that a new certification rule is currently effective.

Who May Be Affected

ELDT training providers, prospective CDL applicants, current trainees, employers, and State licensing agencies.

What Drivers / Owner-Operators Should Do Now

Drivers and applicants should continue following current ELDT requirements and verify that a provider is currently listed on FMCSA's Training Provider Registry before enrolling or paying. Training providers should continue complying with existing requirements.
