ELD Operator Manual No Longer Required in the Vehicle

FMCSA removed the federal requirement to keep the ELD operator's manual inside the commercial motor vehicle. Other ELD instructions and driver responsibilities remain.

What Changed: Effective July 22, 2026, FMCSA rescinded the requirement to keep the ELD operator's manual in the commercial motor vehicle. Current Status: The operator's manual is no longer a federally required in-vehicle document. Carrying one remains permitted. The change does not remove the requirement for drivers to understand and properly operate their ELD or to produce and transfer hours-of-service records when requested. Motor carriers must still ensure that drivers possess an instruction sheet describing the ELD's supported data-transfer mechanisms and step-by-step instructions for producing and transferring records to an authorized safety official.

What Drivers / Owner-Operators Should Do Now

Review roadside and document checklists so they do not incorrectly state that the full operator's manual must be carried. Continue providing the required data-transfer instruction sheet and ensure drivers understand how to display and transfer records.
