Federal CDL Conviction Self-Reporting Requirement Removed

FMCSA removed the federal requirement for CDL holders to separately report specified out-of-state motor vehicle convictions to their home State licensing agency. Employer-notification duties remain.

What Changed: FMCSA removed the federal CDL-holder requirement to separately report covered motor vehicle convictions to the driver's State of domicile because State licensing agencies now exchange conviction information electronically. Current Status: The federal self-reporting requirement addressed by this rule was removed effective July 22, 2026. The rule did not eliminate employer-notification obligations. State-specific requirements may also apply, so drivers should verify instructions with their State Driver's Licensing Agency.

Who May Be Affected

CDL holders who receive a motor vehicle conviction outside their State of domicile, their employers, and State licensing agencies.

What Drivers / Owner-Operators Should Do Now

Do not assume that every reporting obligation has ended. Continue complying with employer-notification requirements and confirm whether the driver's State has any separate requirement.
